After the client has read and agreed to the conditions stated, he signs and sends back the forms, usually via email, and thus an agreement has been entered into.
Work acceptance has been formally agreed upon.
Depending on the agreed upon conditions, the client may be required to make partial or full payment for the project before it commences.
